1 Introductions, apologies and substitutions
1.1 The Chair welcomed Members and members of the public.
1.2 Jocelyn Davies declared an interest in items 2 and 7 as a former Minister responsible for housing and excluded herself from participating in those items.
2 Progress in delivering the Welsh Housing Quality Standard - Update from the Welsh Government
2.1 The Chair welcomed Gareth Jones, Director General, Sustainable Futures, Welsh Government; Kath Palmer, Deputy Director of Homes and Places, Welsh Government; and Lisa Dobbins, Housing Quality Standards Team, Welsh Government.
2.2 The Committee scrutinised the witnesses.
Action points:
The Welsh Government agreed to provide:
· A note on the scope of the Ministerial Task Force established to address progress in achieving the Welsh Housing Quality Standard, including a list of its membership.
· A note on the recommendations of the review of the regulatory framework by the Regulatory Board for Wales, including details of how this addresses the delivery of recommendations made by the Committee in its report.
· Case studies of good practice being undertaken as a result of work carried out by the Community Benefits Task and Finish group.
3 Briefing from the Auditor General for Wales on the Wales Audit Office report 'Implementation of the Framework for Continuing NHS Healthcare'
3.1 The Chair welcomed Huw Vaughan Thomas, the Auditor General for Wales; Paul Dimblebee, Group Director, Wales Audit Office; and Steve Ashcroft, Performance Audit Manager, Wales Audit Office.
3.2 The Chair invited The Auditor General for Wales to brief the Committee on the findings of his report ‘Implementation of the Framework for Continuing NHS Healthcare’.
3.3 The Committee questioned the Auditor General for Wales.
4 Papers to note
4.1 The Committee noted the minutes of the previous meeting and its work programme for the summer term 2013.
5 Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:
6 Consideration of handling Wales Audit Office report 'National Framework for Continuing NHS Healthcare'
6.1 The Committee discussed how it wished to handle the findings of the Auditor General’s report.
6.2 The Committee agreed to take evidence from the Welsh Government at a future meeting.
7 Consideration of evidence on 'Progress in implementing the Welsh Housing Quality Standard'
7.1 The Committee discussed the update provided by the Welsh Government on ‘Progress in delivering the Welsh Housing Quality Standard’.
7.2 The Committee agreed to write to the Welsh Government.
